One bell in the header for every module's notifications: important ones first, repeats grouped, each opening what it is about.

• Read and clear your notifications - Open the bell or the Inbox page, read what needs you first, and clear the rest.
• See what lands in the inbox - Which events each module sends, and where each notification opens.
• Choose how each module reaches you - Set each module to Instant, Digest or Muted, and fix an inbox that looks wrong.
